NCLC 7 in TEF Canada: What It Means for Your CRS Score

Check which TEF Canada scores count as NCLC 7, then work out whether reaching it is worth your next study month.

Your English results are in your profile, and the French line is either empty or sitting at NCLC 5 or 6. That line can be worth more than another English retake. NCLC 7 in all four French abilities adds up to 50 CRS points, and it is the language requirement for Express Entry's French-language draws, whose cut-offs have been far lower than Canadian Experience Class cut-offs this year.

This guide shows the TEF Canada scores behind NCLC 7 and what reaching them changes in a CRS profile. The calculations are examples and the draws are past results. Neither predicts an invitation or a test score.

What is NCLC 7 in TEF Canada?

TEF Canada reports a score out of 699 for each ability. IRCC converts each score to a level on the Niveaux de compétence linguistique canadiens (NCLC), the French counterpart of the CLB, and the conversion is different for each ability. For tests taken from December 11, 2023:

The certificate also prints a CEFR level, and that is where many study plans go wrong. B2 starts at 400 in every ability. A candidate with exactly 400 everywhere holds B2 on paper, but NCLC 6 in reading, listening and writing and NCLC 5 in speaking. Plan with the NCLC table, not the CEFR band. IRCC language testing

What NCLC 7 adds to your CRS score

If English is your first official language, French earns points in two places. The first is second official language points, assigned per ability:

Second official language points per ability
French levelPoints per ability
NCLC 4 or lower0
NCLC 5 or 61
NCLC 7 or 83
NCLC 9 or higher6

These are capped at 24 points without an accompanying spouse or partner and 22 with one. The second place is additional points for French language skills:

Additional points for French
Your resultsAdditional points
NCLC 7 or higher in all four French abilities, and CLB 4 or lower in English (or no English test)25
NCLC 7 or higher in all four French abilities, and CLB 5 or higher in all four English abilities50

The additional points are all or nothing. NCLC 7 in three abilities and NCLC 6 in the fourth earns none of them. IRCC CRS criteria

A worked example: NCLC 6 to NCLC 7

Consider an applicant scored without a spouse, with CLB 9 in all four English abilities and NCLC 6 in all four French abilities. Everything else stays fixed.

Worked CRS example
French resultsSecond-language pointsFrench additional pointsSubtotal
6, 6, 6, 6404
7, 7, 7, 610010
7, 7, 7, 7125062

Reaching NCLC 7 everywhere is worth 58 CRS points in this example. The middle row is the one to notice: with three abilities at NCLC 7 and one at 6, raising that last skill is worth 52 points on its own, 2 second-language points plus the full 50-point bonus. Going from NCLC 8 to 9 in a skill that is already strong adds 3 points and no bonus.

This is not a universal figure. A spouse, the caps and which language you name as your first official language all change the arithmetic. Write out your own current and target scenarios with everything else unchanged, and check them in the official CRS calculator.

French category draws in 2026

IRCC ran 12 French-language proficiency draws from February 6 to October 27, 2026 and invited 60,500 candidates. Cut-offs ranged from 382 to 435. The six most recent:

Recent French-language proficiency draws

October 16, 20265,000435

August 6, 20265,000391
July 22, 20265,000399
July 9, 20265,000420

For comparison, the six Canadian Experience Class draws from August 5 to October 15 had cut-offs between 516 and 523. Past cut-offs do not predict the next draw. To be invited through the category you still need NCLC 7 in all four French abilities, eligibility for an Express Entry program and a score that ranks high enough on the day. Does everyone applying for PR need NCLC 7 in French?

No. French is optional for most Express Entry applicants, and many qualify on English alone. If French is your first official language, the program minimum applies to it instead: the Federal Skilled Worker Program asks for level 7 in all four abilities, while Canadian Experience Class jobs in TEER 2 or 3 ask for level 5. NCLC 7 in French matters most when you want the additional points or the French category.

Turn your target into a study plan

Start with your lowest ability, because it sets your level. For many candidates that is speaking, where NCLC 7 starts at 456, 22 points higher than in reading or listening.

The speaking test has two parts. Section A is a five-minute phone role-play: you have read an everyday advertisement and ask about ten questions to find out what it leaves out. Section B lasts ten minutes: you present an offer and try to persuade the examiner, who plays a friend and raises objections. Both reward adapting to what the examiner actually says, so practise out loud, against a timer, with someone who pushes back. TEF Canada test presentation

For reading and listening, review every wrong answer and say why the correct option is correct before you move on. For writing, compare a timed response with a model answer and rewrite the weakest paragraph rather than starting a fresh essay.

TEF Practice's mock exams follow the TEF Canada format with exam timers. The first mock in reading, listening and writing is free, and a free placement test of 15 reading and listening questions takes about 30 minutes, needs no account and gives a rough NCLC range for each skill. Live speaking practice and further mocks are paid. AI feedback is practice guidance, not an official TEF result.

The free TEF Canada study pack from TEF Practice is a 19-page PDF with 12 strategy lessons, checkpoints with answer explanations, a vocabulary review sheet and a four-week study plan.

Decide on a test date from evidence

Book when your practice results clear the threshold in your weakest ability with some room to spare, not when your average looks good. One strong skill cannot carry a weak one, because the additional points and the category both read the lowest of the four.

IRCC needs your results to be less than two years old when you submit your application, so a test taken too early can expire before you use it. When you enter results on an IRCC form, read the field label: IRCC and CCI currently ask TEF Canada candidates to enter the "Équivalence ancien score / Old score equivalence" printed on the certificate rather than the score out of 699.

Keep the official certificate, your practice scores and your hypothetical CRS scenarios separate. That way you can plan for a target while the facts in your immigration records stay accurate.
